it's just the way your body is built. we really don't stop growing fully until our early 20's so you definitely have time to grow still.

people like you that talk about your tiny boobs really annoy me. look you are a 36B. a HIGH B. i am like a 32A and your same age. just be glad about who you are no matter your size or height or whatever it is you want to complain about. i dont want to sound rude or anything. just love who you are.

36B is not that small, B and C are generally the average sizes (B more than C i think), to be a A is tiny, to be a D is big, so there ya go.... like I am a D but everyone else in my family is smaller than me, you might just have picked up smaller genes from someone else, like a great grandparent, and youd have to talk to the right family member to find that out....
as for your hieght, one inch isn't exactly a condemning amount, i am taller than my mom by about an inch and my youngest sister is like 3 or 4 inches taller than me so ya

I am fourteen years old, have had my period for over a year, and I am only a 36B. Why am I so tiny? Everyone else in my family is bigger then me. Even my little sister that's an inch taller then me.
