I know it can't help you hear her talk, but my little sister who just turned two didn't really talk at all until the last 2 months, and now she talks a ton, but my mom borrowed some DVDs from a friend called "Baby Signing Time" and "Signing Time" and my sister watches them all the time and she learned so many signs from them. She can actually sign a lot and she's just 2. You could try that with Lilli Anne and maybe you two could communicate better that way...I don't think she's too young to start learning!

Some hearing parents teach hearing babies sign language to better communicate. When my cousin was little, his mom taught him baby signs like "milk" "mom" "cat" "eat", etc etc which was easier than trying to understand bably babble.
He started signing at around eight months and had 50 signing words and less verbal words by the time he was a year. And he talks up a storm now - it won't hinder regular verbal sppech.
Maybe you don't want to go that route, but I'm just saying that it could work and it is possible.
